Request for Proposal: Ontario Community Food Center

Oregon Food Bank is requesting competitive proposals from qualified and experienced contractors to provide design-build services for an approximately 11,000 square foot warehouse with attached office and community space, complete with paving and site work. This new facility, the Ontario Community Food Center (OCFC), will serve as a distribution hub for food assistance programs throughout Harney and Malheur counties, as well as providing community programming space, OFB administrative space, and direct food assistance to the surrounding community.

  • Location: 916 Fortner Street, Ontario, OR 97914

  • Delivery Method: Design-Build with Guaranteed Maximum Price (GMP)

  • Timeline: Proposals due November 21, 2025; anticipated completion Summer 2027
    • Updated deadline: December 5, 2025

  • Scope: Warehouse space (7,000-8,000 sq ft), office/administrative space (1,000-1,500 sq ft), community space (1,500-2,000 sq ft), plus full site development

The project will significantly increase operational capacity in service of the Western Treasure Valley region. The facility will feature specialized food storage and distribution capabilities, including refrigerated/frozen storage, loading dock facilities, and provisions for a future community kitchen.
